The NHPC has been incurring loss of Rs. six crore/day due to stoppage in construction work since December 16, he said while informing that the estimated cost of the project has almost doubled in the last five years from initial Rs.6285.33 crore in 2002 to Rs. 10799.65 crore in 2010 (revised). While reiterating the safety of the 116 mt high dam, he said the project was started only after getting clearance from statutory bodies, namely Geological Survey of India, Central Water Commission, Central Electricity Authority, Central Soil and Materials Research Station, National Committee on Seismic Design Parameters, Central Mining Research Institute, Central Water and Power Research Station, Department of Earthquake Engineering, Roorkee, Indian Meteorological Department, IIT Guwahati, Water and Power Consultancy Services, Indian Institute of Science, Bangalore, Botanical Survey of India, Zoological Survey of India and State Forest Research Institute, Itanagar.
When asked whether NHPC thinks the Expert Group report on downstream impact by IIT Guwahati along with Guwahati and Dibrugarh Universities a rubbish, which advises against mega dams in a tectonically unstable region, Prakash said though such reports are not generally entertained after getting all clearance from the statutory bodies, the Technical Expert Committee constituted by the Planning Commission is examining it thoroughly. He also informed that a team of experts is also visiting various places, including Majuli, the biggest river island, to assess the downstream impact of the dam.
Prakash said that NHPC got clearance from the Assam Government for construction of the Subansiri Lower Project in 2002 but it has not yet signed any MOU/MOA with Assam Government.
“Government of Assam has no objection to the construction of Subansiri Lower Project with the condition that a percentage of free power should be given to Assam which can be worked out through mutual discussion,” the paper provided by NHPC read.

Centre assures to release SSA fund soon
NEW DELHI, Feb 16: Much to the relief of the education department of Arunachal Pradesh, the Centre has assured to release its share of fund under SSA programme in the state at the earliest. The assurance came when the Education Minister Bosiram Siram called on the secretary of the Union Ministry of Human Resource Development (HRD) Anshu Vias and impressed upon her to consider early release of fund under Capital and General heads of Central share under SSA programme at the earliest so that the ongoing programme can be implemented smoothly in Arunachal. Vias further informed that once the Finance Department clears the necessary formalities, which is now under active consideration, the central matching share of SSA programmes would be released at the earliest.
The secretary further assured her full support from the Centre to implement the central flagship programme successfully so that a new era of development begins in the state through education. During interaction with Vias, the Education Minister informed that most of the schools are located in the far flung area of the state where there is no road connectivity and other means of basic infrastructures. Siram said, timely disbursement of monthly salary with enhanced pay is the only way to keep the morale of the teachers high to compensate the several oddities. He further informed that the central flagship programmes are being implemented as per guidelines of the Govt of India.
Anshu Vias appreciated the steps taken by the state Education department and she also regretted for delay in release of matching share. Vias also accepted invitation of Siram to visit Arunachal Pradesh from March 8.

On a serious note, he also appealed those misguided youths, who have taken up arms against the system, to join the mainstream and be partners in development.
“For the sake of humanity, please don’t harass and hurt innocent people. If there is any grievance we are open to talks to resolve all matters,” he said to a heavy round of applause.

ITANAGAR, Feb 16: The two singers who won hearts of many Arunachalees with their mesmerizing voice are Bengia Hemanto and Takio Soki. Both the veteran singers have sung numerous hit numbers which won appreciation from every nook and corner of the state.
Bengia Hemanta is a council member of Sangit Natak Akademy and also executive member of APLS. Born on 7th December 1952 at Chulyu village under Yazali circle of Lower Subansiri district, Hemanta is an artist with All India Radion since 1969.
He recorded Arunachal Anthem `Hamara Arunachal' along with Late Dr. Bhupen Hazarika in the year 1972. He was associated with late Dr Hazarika in making of first feature film Meera Dharam Meri Maa and sang a Nyishi duet song `Pada Ngunyige' with him. He first recorded song in Doordarshan on 17th July 1996.
The Central Nyokum Committee awarded him for his ‘Outstanding Contribution of Nyishi Art and Culture’ in the year 1997.
He received Govt. of Arunachal Pradesh Gold Medal award in the year 2009 in recognition

Takio Soki, born on 1st March 1970 is one of most prominent singers of Tagin community. The album ‘The Land of Rising Sun’ released in 1996 was quite a big hit. He has sung more than 50 songs in Tagin, Nyishi and Assamese. In the year 1987 in tender age of 17 he recorded song with AIR Dibrugarh.
He was declared best Singer of Upper Subansiri district in the year 1982 and 2008. He also won Red Ribbon contest in the year 2010 along with Karam Dugi and Porba Dulom. Soki was awarded best Artist, AIR, Dibrugarh in 1996. He represented Arunachal Pradesh at 9th Parvasi Bhartiya Divas programme held at New Delhi on 8th January 2011.

The main objective of the workshop was to create conducive environment for ensuing effective implementation of women friendly laws through advocacy and civil society participation. Security arrangement in place for smooth celebration of Statehood Day
ITANAGAR, Feb 16: Elaborate security arrangements have been made for smooth celebration of the Statehood Day and Festival of Arunachal Pradesh at IG Park, Itanagar from February 20 to 24.
Police Control Room has been established with WT arrangements and dedicated telephone installed at the Police Control Room which will function round the clock at Indira Gandhi Park. Fire tender, traffic crane for lifting illegally parked vehicles, striking riot police team, PCR vehicle and bomb disposal team will be placed round the clock in the control room.
Parking for VIP card holder, officers, general public and heavy vehicle have been earmarked separately. It will be only one way vehicle entry from VIP gate/ Kingcup School and would exit only through gate adjacent to D’ sector/ lawn tennis court.
The pedestrians will come through Forest Gate leading to petrol pump, C’ Sector. Door frame metal detectors have been installed at the four places. Sniffer dogs have been put into service to detect any explosives.
Police observatory towers have been erected at the Control Room and at the main exhibition centre. Platoon level dedicated mobile patrol will be moving at the main exhibition stalls and owners have been directed to install small fire extinguisher, water at their respective stalls.
No weapons, daos, knife etc would be allowed inside the IG Park. Stringent action will be taken against those who indulge in eve teasing, drunken brawl and creating disturbances during the festival.
Magistrates have also been deployed 24x7 for the IG Park along with police who would be present at the police control room.

Dams not harmful, to boost state coffer: APCC
ITANAGAR, Feb 16: Arunachal Pradesh Congress Committee (APCC) has strongly reacted to the demand placed by Peoples Party of Arunachal (PPA) for white paper on Hydro power of the state.
The fear of the PPA that the mega dams will be harmful for the state is unfounded as today all technical parameters regarding dam construction are taken care of with the sophisticated technology, the party said.
Hydro power is the only sector from where the state like Arunachal Pradesh can generate revenue for self sustenance and become a developed state in real sense, APCC said in a release. The party requested the only regional political party of the state to think for the welfare of the state.
The state Government has followed the established norms and policies of the central government in allotting power projects to various companies by either MoU or MoA route, it said.
The APCC also feels that when already there is a border peace committee in every border village with members from both Assam and Arunachal there is no need for a student wing for the border area. The students should be best at their studies.
Many of the office bearers in the so called border students union are not students, the APCC said and added that the Congress Government in the state is very much aware and abreast with the situation in the border villages and the Government is in constant touch with the Assam counterpart. The APCC requested the apex students body AAPSU to dissolve and counter the formation of ‘useless’ students union in the state. Some important things like border issue should be left for the senior members of the society and the Government to tackle with cool and broad mind for a lasting solution, the party said.
Reacting to a recent statement of BJP, the Party said the allegation of the BJP that the Congress Government is misusing the public exchequer is totally baseless and unfounded as the state machinery and the financial health of the Government is very healthy and lot of development activity are taking place.

Official records reveal that India’s present per capita rubber consumption has increased from 0.55 kg in 1999 to 1.5 kg in 2009. But this growth is very poor in comparison to China where the per capita consumption has rose from 0.83 kg in 1999 to 5.80 kg in 2009.

APATCYO demands medical & engineering colleges
ITANAGAR, Feb 16: Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) has demanded the state Govt for establishment of engineering and medical colleges in Arunachal Pradesh.
While adopting five point resolutions in its meeting held here recently, the organization said, the poor but brilliant students of the state are facing difficulties in pursuing their career in medical and engineering field due to lack of engineering and medical colleges in the state.
Other points of the resolution included immediate creation of Arunachal regiment, creation of one more MP seat in state. It further said that English should be the medium of instruction in every institution.
Meanwhile, APATCYO, East Kemeng unit had demanded immediate action against the miscreants involved in burning down of the APSTS buses on February 4 in the state Capital and also demanded compensation to the two injured victims. Other demands include shifting of the petrol depot from the Itanagar APST bus station, construction of protection wall in APST station complex and establishment of police beat office in every APSTS station in state.
Food Safety Cell urges milk consumers to buy from registered milkmen
ITANAGAR,Feb.16: The Food Safety Cell under the Department of Health & Family Welfare has appealed to all milk consumers of the state to buy milk from only those milkmen who are registered and licensed in the office of the Food Safety officers, designated officers under the Food Safety and Standards Act, 2006.
As most of the milk vendors sell their produce house to house, the consumers are urged to ask their milkmen to get registered, as registration / licensing of all Food Business operators is mandatory under the Food Safety & Standards Act, 2006, stated a press note issued from the Food Safety Cell.
Further, the consumers are advised to insist on seeing the registration certificate/license of milk vendor and inform the designated Officer/ Food Safety Officer about such registered milkman.
The standard for Cow Milk is laid down under the Food Safety & Standards (food Products Standards & Food Additives) Regulation 2011. For the State of Arunachal Pradesh, the minimum milk fat should not be less than 3% and minimum percent milk solids not fat should 9%.

AAPANWA demands action against encroachers

Villagers pleads for bridge construction
ITANAGAR, Feb 16: The Yupia Youth Welfare Association along with youths, PRI leaders, Gaon Burahs and all citizens of 16th Tigdo Yupia village on 13th of this month submitted a memorandum to the railway authorities with two points demand. The association has demanded construction of bridge on link road to connect Yupia with Nirjuli and construction of drainage system at Yupia and Tigdo village to protect cultivation field.
If authorities fail to respond to their demands, association has decided to call strike on 22nd February from Tigdo to Yupia in railway construction site.
Longte Tapu Middle school celebrates annual day
ITANAGAR, Feb 16: The government residential middle school, Longte Tapu, under Leporiang administration circle celebrated its annual day cum academic excellence awards programme yesterday.
Arunachal Teachers Association (ATA) President N R Tam and Anchal Samity member of Lengding Panchayat Nabam Kalu Hina graced the occasion. The programme was also attended by members of All Papum Pare District Students Union and All Sagalee Students Union.
Headmaster of school Techi Eka while welcoming the dignitaries highlighted the problems faced by teachers and students of the school. ATA president NR Tam addressing the gathering stresses the need for sincerity and dedication on the part of teachers. He also urged guardians, VEC and Panchayat leaders to give special attention towards education sector to nurture the future citizens. R N Kina, ADEO Sagalee and ASM Nabam Kalu also spoke on the occasion.

Talking to this correspondent, the secretary of Ramle Banggo Welfare Society Kayi Dabi informed that due to the ongoing Meme conference at Likabali, the agitating organizations has temporarily deferred the bandh call.
It is worth mentioning that the District Demand Joint Action Committee (DDJAC), Ramle Banggo Welfare Society (RBWS) and Ramle Banggo Students’ Union (RBSU) had made boycott of hearing on Lower Siang district creation, which were proposed to conduct at Nari and Likabali on February 16 and 17 respectively.

Preserve I G Park: ALSU
ITANAGAR, Feb 16: Arunachal Law Students Union has expressed serious concern over construction of convention hall inside the IG Park.
Claiming that convention hall will eat up large area of park, ALSU questioned how forest and environment department gave NOC for construction.
Instead of preserving and developing the lone park of the capital, the state government is setting a wrong trend by constructing convention hall inside IG Park, union said. Further they have called on state government to either shift the hall to some other location or set up another park within capital for recreational purpose.

Unsustainable land-
According to UNEP's Year Book 2012, 24% of the global land area has already suffered
declines in health and productivity over the past quarter century as a result of
unsustainable land-
It highlights assessments indicating that some kinds of conventional and intensive agriculture are triggering soil erosion rates some 100 times greater than the rates at which nature can form soil in the first place.
By 2030, without changes in the way land is managed, over 20% of terrestrial habitats such as forests, peatlands and grasslands in developing countries alone could be converted to cropland, aggravating losses of vital ecosystem services and biodiversity.
There could also be profound implications for climate change. Soils contain huge quantities of carbon in the form of organic matter that in turn binds the nutrients needed for plant growth and allows rainfall to penetrate into underground aquifers.
Since the 19th century, an estimated 60% of the carbon stored in soils and vegetation has been lost as a result of land use changes, such as, clearing land for agriculture and cities.
The Year Book encourages the development of universally agreed and reproducible field and laboratory methods for measuring, reporting and verifying changes of soil carbon over time.

It is indeed right time for politicians, bureaucrats, education department, students and teacher to find out the ways and means for improved infrastructure and quality education in the schools.
