Roots of ‘Kalpavriksh’ reach Arunachal

M Doley

ITANAGAR, Feb 16: With anti-dam protestors in Assam continuing its blockade against transportation of construction materials to the 2000 MW Subansiri Lower Project site at Gerukamukh forcing the power developer to stop the construction work since December 16, 2011, the country’s largest dam builder NHPC has claimed that a Pune-based NGO is actively involved in anti-mega dam activities in the region.

“Kalpavriksh” -- a Pune-based NGO has been working against mega dams in Arunachal Pradesh,”  NHPC Subansiri Lower Project general manager Om Prakash told this reporter in an interview, without giving any details.

The NHPC has been incurring loss of Rs. six crore/day due to stoppage in construction work since December 16, he said while informing that the estimated cost of the project has almost doubled in the last five years from initial Rs.6285.33 crore in 2002 to Rs. 10799.65 crore in 2010 (revised). The project which was scheduled to be completed in 2012 would take another year or two, Prakash said, adding that NHPC has so far spent Rs. Rs 5383.24 crore in completing 55 per cent of the project works.

While reiterating the safety of the 116 mt high dam, he said the project was started only after getting clearance from statutory bodies, namely Geological Survey of India, Central Water Commission, Central Electricity Authority, Central Soil and Materials Research Station, National Committee on Seismic Design Parameters, Central Mining Research Institute, Central Water and Power Research Station, Department of Earthquake Engineering, Roorkee, Indian Meteorological Department, IIT Guwahati, Water and Power Consultancy Services, Indian Institute of Science, Bangalore, Botanical Survey of India, Zoological Survey of India and State Forest Research Institute, Itanagar.

When asked whether NHPC thinks the Expert Group report on downstream impact by IIT Guwahati along with Guwahati and Dibrugarh Universities a rubbish, which advises against mega dams in a tectonically unstable region, Prakash said though such reports are not generally entertained after getting all clearance from the statutory bodies, the Technical Expert Committee constituted by the Planning Commission is examining it thoroughly. He also informed that a team of experts is also visiting various places, including Majuli, the biggest river island, to assess the downstream impact of the dam.

Prakash said that NHPC got clearance from the Assam Government for construction of the Subansiri Lower Project in 2002 but it has not yet signed any MOU/MOA with Assam Government.

“Government of Assam has no objection to the construction of Subansiri Lower Project with the condition that a percentage of free power should be given to Assam which can be worked out through mutual discussion,” the paper provided by NHPC read.

“We do not start construction of any dam without getting the necessary clearance from the highest authority concerned. It is now the responsibility of the Assam as well as Central Government to negotiate with the anti-dam protestors. We have nothing to do with them,” he added.

Meanwhile, the NHPC officer told that the anti-dam protestors have not yet placed their grievances/ demand formally with the NHPC authority.

“We have not yet received any demand in written form from the anti-dam protestors in Assam. We have come to know their demands only through media,” he said.

“We are trying our level best and regularly discussing with the leaders of KMSS and various other Assam-based organizations to end the blockade. But to no avail. So, we left the matter to the Government to resolve,” he said.

On being asked what if blockade continues for long-time and there is no immediate solution to the problem, he said “Let Govt decide it. We can not resume our work with the help of law enforcing authority and without support of public.”

Dams not harmful, to boost state coffer: APCC

ITANAGAR, Feb 16: Arunachal Pradesh Congress Committee (APCC) has strongly reacted to the demand placed by Peoples Party of Arunachal (PPA) for white paper on Hydro power of the state.

The fear of the PPA that the mega dams will be harmful for the state is unfounded as today all technical parameters regarding dam construction are taken care of  with the sophisticated technology, the party said.

Hydro power is the only sector from where the state like Arunachal Pradesh can generate revenue for self sustenance and become a developed state in real sense, APCC said in a release. The party requested the only regional political party of the state to think for the welfare of the state.

The state Government has followed the established norms and policies of the central government in allotting power projects to various companies by either MoU or MoA route, it said.

The APCC also feels that when already there is a border peace committee in every border village with members from both Assam and Arunachal there is no need for a student wing for the border area. The students should be best at their studies.

Many of the office bearers in the so called border students union are not students, the APCC said and added that  the Congress Government in the state is very much aware and abreast with the situation in the border villages and the Government is in constant touch with the Assam counterpart.  The APCC requested the apex students body AAPSU to dissolve and counter the formation of ‘useless’ students union in the state. Some important things like border issue should be left for the senior members of the society and the Government to tackle with cool and broad mind for a lasting solution, the party said.

Reacting to a recent statement of BJP, the Party said  the allegation of the BJP that the Congress Government is misusing the public exchequer is totally baseless and unfounded as the state machinery and the financial health of the Government is very healthy and lot of development activity are taking place.

Rubber cultivation training at Ngorlung

Prafulla Kaman

RUKSIN, Feb 16: Arunachal Pradesh would be the top rubber producing state in entire North-eastern region by 2025, asserted K G Mohanan, Additional Rubber Production Commissioner of Guwahati Zone while speaking in a training programme on rubber plantation which conducted at Ngorlung village in East Siang district today.

The day-long “Awareness cum Training on Rubber Cultivation” organized jointly by the state’s Trade and Commerce department and Guwahati Zonal office of RBI at Ngorlung village near here was attended by about 500 farmers from different parts of the district.

“In the entire NE region including Arunachal Pradesh rubber plantation has been taken up in 4.50 lakh hectares land, he said adding that NE contributes 5 percent of the India’s total rubber production which is expected to rise up to 50 percent in the coming years. Cost of planting materials and other production activities are being reimbursed to the growers and financial assistant has been given in the form of subsidy”, said Mohanan.

Stating that cultivation of rubber plant is the easiest with less expense in maintenance, the commissioner suggested the state government for funding in plantation activities and infrastructure development of the ‘Rubber Producer Societies’ under the state government’s schemes. He encouraged the farmers to undergo massive rubber plantation to uplift their economic condition.

Earlier the field officer of Ruksin Rubber Field station Bhaskar Ghose, in his address revealed that overcoming all bottleneck, the rubber growing tract in the easternmost state will cross 100 hectare mark during 2011-12 registering a growth of almost 90 percent. He said the percentage share of Arunachal in area coverage was negligible during 1990-91 but 2009-10 it increased up to 0.17 pc (12000 Hect) and production share has also been gone up to 0.02 percent this year.

Official records reveal that India’s present per capita rubber consumption has increased from 0.55 kg in 1999 to 1.5 kg in 2009. But this growth is very poor in comparison to China where the per capita consumption has rose from 0.83 kg in 1999 to 5.80 kg in 2009.

Unsustainable land-use causes concern

According to UNEP's Year Book 2012, 24% of the global land area has already suffered declines in health and productivity over the past quarter century as a result of unsustainable land-use. The book also presents the most important events and developments from the year and gives a picture of the status of key environmental indicators.

It highlights assessments indicating that some kinds of conventional and intensive agriculture are triggering soil erosion rates some 100 times greater than the rates at which nature can form soil in the first place.

By 2030, without changes in the way land is managed, over 20% of terrestrial habitats such as forests, peatlands and grasslands in developing countries alone could be converted to cropland, aggravating losses of vital ecosystem services and biodiversity.

There could also be profound implications for climate change. Soils contain huge quantities of carbon in the form of organic matter that in turn binds the nutrients needed for plant growth and allows rainfall to penetrate into underground aquifers.

Since the 19th century, an estimated 60% of the carbon stored in soils and vegetation has been lost as a result of land use changes, such as, clearing land for agriculture and cities.

The Year Book encourages the development of universally agreed and reproducible field and laboratory methods for measuring, reporting and verifying changes of soil carbon over time.

School that lost its glory

Dear Editor,

Once, the Govt. Higher Secondary School, Daporijo was regarded as one of the best institutions in the state. Now-a-days the academic scenario of the school is at its worst situation due to overcrowded student in classes, shortage of subject teachers in higher classes, lack of infrastructure besides juvenile delinquency.

Altogether 580 students are attending classes in a single small dirty room where myth and reality of teaching-learning process continues. It is against the teacher-student ratio prescribed by the state Govt. Perhaps, it is the only school in the modern world, wherein 580 students are learning together in a section. One can check the attendance register of the school to verify the fact.

According to the Govt guidelines and rules, the teacher-student ratio of a school should be confined to 1:45.

We can not undermine the value of education as the future of a nation depends on  the education that students receive from the temple of learning.

It is indeed right time for politicians, bureaucrats, education department, students and teacher to find out the ways and means  for improved infrastructure and quality education in the schools.

Yours,

P Kargam (Nallo)

Daporijo
